I think, that is the reason why they have given it as Open Source.

Supposedly, the purpose of an environment like .NET, is the portability.
So, you pay the cost (speed, size, etc) because your app could be run unmodified on many platforms (Linux, WIndows OSX, Unix, etc). Java is good example of such thing.
AFAIK, MS goal has never been to promote other operating systems than WIndows, so, .NET becomes senseless.
A big, slow, buggy runtime, that ruins your WIndows installation... for what?
.NET first version was available in 2000. For the next year (2015) MS plans to make it nulti-platform... 15 years later... it sounds like an attempt to save it from a complete failure
